Below is an English translation of my article for the online journal of the Research Project on Renewable Energy Economics for the Graduate School of Economics, Kyoto University, originally in Japanese, which appeared in 2 parts, in January 2024, hereby adopted. Since it was first published, the market condition for offshore wind has deteriorated due to inflation, supply chain bottlenecks, regulatory hurdles and a few crazy tyrant and megalomanic president. However, the message of the article is still the same: build more floating offshore wind.
英国では、政府が明確な導入目標を掲げつつ市場価格の変動から事業者の収益を守り、投資の安定性（バンカビリティ）を確保し、洋上風力発電を商業化に成功させた。それを実現する手段の一つとして、政府は、差額決済契約制度（Contracts for Difference：CfD）の枠組みを整備している。
急激なインフレやサプライチェーン混乱が主因となり、2023年の応札ゼロの事態に直面した後も、上限価格の引き上げや個別予算枠の設定など、制度を迅速に見直し、引き続き市場の持続的発展を堅持している。しかし一方で、国内サプライチェーン投資不足や系統接続費用の不平等といった課題も存在する。
本報告書は、英国CfDの進化と課題を整理し、日本市場への示唆を提示する。
ニッコロ・マキャヴェッリの『君主論』は16世紀のイタリアにおいて、どうやったら長く君主でいられるかをマニュアル化したものだ。人間の本性は500年程度では変わらないようで、恐怖と報復、忠誠と報酬のバランスを説いた部分は、今世のリーダーに当てはまる部分も多い。リーダー不在と言われる今日の日本において、どうやったら支持率を維持して票を集められるのか、政治家の皆様に再エネと経済効果を使った君主論を提案してみたいと思う。何も新しいことではない。「徳」のある政治をすることにより、「特」を得るということである。
The rapid integration of Artificial Intelligence (AI) into our society has intensified calls for regulation. Regulation, at its core, structures human relationships; and contemporary debates are often framed in terms of the relationship between Big Tech and people or between technology and human. However, I argue that debates on AI in this vein remain philosophically incomplete because they neglect the ontological condition that underlies such technological development and human relationships. Furthermore, the question concerning AI is not merely technical or ethical, but fundamentally ontological: it is a question of what kind of being humans are in relation to the kind of being AI is.
